This hat was ONLY available from an event from a single pre-release, in this case, Release 21. This was the first hat quest and the first in-game “rare item.” These were intended to get players to certain new scenes during early testing of the game.
Below is the introductory text for this quest:
Grand Tour 21: As with each release, we will have a Grand Tour. Completing this quest is the ONLY way to gain this rare reward. The hat for this release is the Highwayman, inspired by garb supposedly worn by 17th and 18th century mounted thieves.
