This hat was ONLY available from an event from a single pre-release, in this case, Release 23. This was the first hat quest and the first in-game “rare item.” These were intended to get players to certain new scenes during early testing of the game.

The Grand Tour Quest
Just as in our last several releases, we?ve included a Grand Tour Quest designed to guide you through all the new content. You will be able to get the Plague Doctor Mask by completing the Release 23 Grand Tour Quest. This reward can only be unlocked during Release 23 (did someone say rares?), so be sure to log in soon and talk to all the Tour Guides!
